Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and IgM Antibody Tests Results

To reduce cross-border transmission of Covid-19, starting from November 8th, 2020, all Chinese and foreign passengers bound for China will be required to take nucleic acid and IgM antibody tests, and then apply for a green health code with the "HS" mark or a certified health declaration form with both above negative test certificates (i.e. Double Negative Certificates) before boarding. The specific requirements as follows:

I. Test Requirements

Passengers bound for China from Lebanon via connecting flights must take nucleic acid and IgM antibody tests in Lebanon within 48 hours before boarding the flight to the transit country, and then take both tests again in the transit country within 48 hours before boarding the flight to China.

Please refer to the complete list of hospitals & labs for the COVID-19 PCR test approved by the MOPH of Lebanon and the Embassy of China in Lebanon. And  refer to the list of testing agencies that could provide both tests service and issue certificates in 24 hours below in paragraph V (the applicant is advised to contact the testing agency in advance).

Passengers must apply at the Chinese Embassies/Consulates in BOTH countries (Lebanon and the last transit country) for green health codes with the "HS" mark or certified health declaration forms with Double Negative Certificates.

And please notice the 48 hours validity period of the test certificates will count from extraction time. Also, the Chinese Embassies/Consulates in BOTH countries will issue the green health codes with the "HS" mark or certified health declaration forms based on the test certificates' extraction time.

II. Chinese Passengers Applying for Green Health Code with the "HS" Mark

1. Chinese passengers should search WeChat mini program "COVID-19 Prevention Health Code International Version".

2. Once getting the Double Negative Certificates, Chinese passengers are required to take photographs of the certificates and upload them to the "COVID-19 Prevention Health Code International Version". Click here for Q&As.

3. Upon verification by the Embassy, the applicants will get the green Health Code with "HS" Symbols. Please make sure to board the flight within the validity period of the Health Code and cooperate with the staff of the airlines for checking the said Code.

III. Non-Chinese Passengers Applying for Certified Health Declaration Form

1. Non-Chinese passengers must send the scanned copies of the page of personal information of their valid passport, Double Negative Certificates, and the duly signed Health Declaration Form (See the attachment) to the designated email address of the Chinese Embassy in Lebanon: consulate_lbn@mfa.gov.cn.

2. After the due verification, the Embassy will send the Health Declaration Form back to the applicants by email. The Foreign passengers bound for China should then print out the Health Declaration Form and bring it to the airport.

3. Please make sure to board the flight within the validity period of the Health Declaration Form and cooperate with the staff of the airlines for checking the said Letter.

IV. Reminder

1. Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" mark or a certified health declaration form with Double Negative Certificates means you will be refused to board the flight to China and will have to change your itinerary.

2. Please check about the requirement of the validity of Double Negative Certificates of nucleic acid and IgM antibody tests, the recognized or designated test agencies by the Chinese Embassy/Consulates in the transit country beforehand. And please be aware of the entry regulations of the transit country and its requirement on nucleic acid and IgM antibody tests. If the transit airport does not have the rapid test capacity, passengers should obtain the visa of the transit country for the second-time tests in advance.

3. Please be cautious to select transit stop to China, in case of being unable to enter the transit country to take the tests, or not qualifying for the HS code or certified health certificate, which would result in an unwanted stay in the transit state and an increased risk of infection.

4. The uploaded Double Negative Certificates must be complete, clear, and unmodified. If the uploaded certificates are modified or with low-quality, it will affect the embassy's review work and the loss shall be borne by the passengers.

5. Once receive the test certificates, please carefully check personal information such as name, age, date of birth, gender, etc., to avoid mistake due to the negligence of the staff, resulting in the uploaded test certificates not being recognized by the embassy and affecting the trip.

6. Passengers who provide false test certificates or information will bear corresponding legal liabilities.

7. The Chinese Embassy in Lebanon again recommends travelers avoid all nonessential travels considering the infection risks and travel costs of international travels at this time. Please minimize visits to public spaces and facilities after testing, and take good personal protection to avoid infection.

V.The List of Testing Agencies Providing Both Tests Service in 24 hours in Lebanon

Here is a list of testing agencies approved by the MOPH of Lebanon which claim to provide both test service and issue certificates in 24 hours in Lebanon:

Please contact the agency in advance due to the changing situation. All passengers bound for China are required to read "Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Antibody Blood Tests Results" carefully so as not to affect the itinerary.
